Summary

The Senior Impact Integrity Specialist within the Insights Department is responsible for enhancing and implementing Water.org’s global impact verification activities to build a credible evidence base, through the following areas of ongoing design and implementation:

  • Contribute to the development and management of impact auditing guidelines and tools such as logic frames and verification surveys;
  • Lead implementation of global practices for program monitoring visits and other impact auditing functions to ensure data quality and report with confidence to internal and external stakeholders;
  • Develop and advise upon sampling methodologies and frameworks for impact audits and research; and
  • Develop and manage tools for impact and other data analytics for internal and external audiences.

The Senior Impact Integrity Specialist will also lead on the implementation of Water.org’s Insights practices across the Latin American region. Key initiatives across the region will include:

  • Measurement and audit activities to ensure data governance;
  • Supporting impact intelligence via analytics and the creation of customized dashboards;
  • Supporting insights generation services; and
  • Acting as the first point of escalation for identified risks and challenges within Water.org’s policies and processes related to data quality and governance.

Successful completion of the above will inform, guide, and enhance Water.org’s impact and will effectively position the organization as a thought leader to deliver its unique value to implementing partners and diverse stakeholders.

Reporting to the Team Lead, Measurement and Impact, this individual will leverage impeccable integrity and considerable experience designing and implementing global and regional methodologies to ensure integration of data quality assurance practices across and within multiple regional and global functions.

Key Responsibilities

Impact Auditing Design, Planning, and Processes (25%)
  • Partner with Team Lead, Measurement + Impact, to develop and manage impact audit guidelines, tools, and processes.
  • Oversee the application of impact audit guidelines and tools to validate reported impact.
  • Develop and provide training on impact audit functions and tools to regional Insights and Global Impact team members.
  • Develop and advise upon sampling frameworks and methodologies for impact audits, research, and evaluation.
  • Design and manage surveys using digital platforms to validate Water.org impact across business lines, including household loans, small and medium enterprises, and infrastructure.
  • Work with regional Insight and Global Impact teams to ensure that theories of change and measurement frameworks are documented and adhered to and that there is evidence of Water.org activities contributing to reported impact.
  • Oversee impact audit planning to ensure that every intervention at Water.org is audited according to impact audit guidelines.
Global Data Quality Assurance (25%)
  • Oversee implementation of global data quality assurance standards and processes, including support of other Regional Insights leads to ensure adherence to global policies.
  • Train Regional Insights leads on global data integrity policies and processes.
  • Conduct regular global data quality reviews to ensure accuracy, completeness, and timeliness.
  • Partner with Impact Intelligence and regional Insights teams to develop and manage analytical tools and dashboards to identify data quality issues and key insights.
  • Update and maintain digital survey platform to ensure uniformity of data collected.
  • Support regional Insights leads to select, hire, and manage third parties to conduct impact audits.
  • Monitor impact audit results for data quality and timeliness via digital platforms.
  • Partner with Impact Intelligence and Regional Insight teams to adjust impact when applicable.
Latin America Insights Leadership (50%)
  • Oversee impact integrity for the region by participating in the implementation of impact governance guidelines, processes and tools to meet Water.org’s minimum standards across each line of business.
  • Collaborate with the Global Insight and Region’s Global Impact teams to develop and implement theories of change and performance measurement plans, including managing monitoring, evaluation, and learning frameworks that are tailored to specific initiatives and lines of business within the region.
  • Leads the design, planning, and implementation of region-wide program monitoring visits to verify impact, working closely with partnership and intervention leads.
  • Designs and implements regional impact reviews, assessments, and research and evaluations across a variety of methods, including outcome harvesting.
  • Hires and manages third parties to conduct verification visits, assessments, and research and evaluations.
  • Provides regional Global Impact team training and support on impact management information systems.
  • Track and analyze region’s impact and partnership data, ensuring data is timely, complete, accurate, and readily available to report upon indicators relevant to Water.org and external stakeholders, including donors.
  • Manages Insight budgets and deliverables pertaining to grants and internal funding request at regional level.
Management Responsibility:
  • Individual contributor with no subordinates.

Qualifications

Required:

  • Bachelor’s Degree or higher in related fields such as statistics, social sciences, international development, and/or relevant field and/or related work experience.
  • Five or more years of experience leading monitoring and validation activities including:
    • Verification process development and implementation
    • Survey design and deployment
    • Experience leading vendor and/or consultant bidding and selection process to select qualified third-party firms to conduct impact audits.
    • Previous experience managing contracted resources such as third-party vendors and/or consultants.
    • Demonstrated proficiency in sampling methodology, quantitative data collection, and data analysis.
    • Demonstrated proficiency in logic models, performance measurement frameworks, and theories of change.
  • Proficiency in Microsoft Office suite including PowerPoint, Excel, and Word.
  • Ability to function in complex, changing environments, and to work with diverse and remote staff as well as independently.
  • Commitment to data integrity and ability to support adherence to impact audit guidelines.
  • Language(s):
    • Proficient (written and verbal) in English
    • Proficient (written and verbal) in Spanish or Portuguese

Preferred:

  • Master’s degree in related field strongly preferred.
  • Familiarity with digital survey platforms.
  • Fluency in statistical software such as STATA, SPSS, Python, etc.
  • Outstanding people skills, including the ability to work with those from various backgrounds and cultures.
  • Program management experience is a plus.
  • Familiarity with financial and/or water/sanitation sectors in Brazil, Peru, and Mexico.

Travel Requirement

  • Up to 20% of domestic and global travel.
